The Planning for Growth North Program works with municipalities in the Northern Saskatchewan Administration District to develop their Official Community Plans and Zoning Bylaws. The program provides municipalities with the opportunity to envision their future and determine the appropriate steps to reach that vision.
Official community plans, district plans, zoning bylaws and subdivision bylaws express community priorities and allow developers, business owners and homeowners to make informed decisions about purchasing and developing property in the community." (SMMA, 2012)
What We Do...
The Planning for Growth North Program is a federal Gas Tax revenue and Northern Municipal Trust Account program that employs Community Planners to work with Northern municipalities to:
1) Develop Official Community Plans and Zoning Bylaws; 2) Train Development Officers to enforce the bylaws; and, 3) Build and enhance regional relationships to support long term regional planning activities.
An Official Community Plan is a document that outlines all future physical planning and development within a specific geographical area. The document incorporates Saskatchewan's 14Statements of Provincial Interest to ensure all aspects of the future vision of the community incorporates all aspects of the municipality. The Zoning Bylawprovides the regulations and restrictions regarding the implementation of building and development.
In addition to the money provided by the federal Gas Tax revenues, the program requires a monetary contribution from the municipalities themselves to ensure their commitment to the program. For each of the various stages the financial contribution is as follows:
Official Community Plan Bylaw Development: Towns $5,000 Villages $3,500 Hamlets $2,500 Settlements $1,500
Bylaw Implementation: Individual Fee $500 Group Fee $1,000
Regional Planning: Group Fee $7,500

Expression of Interest: This document outlines the reasons why the municipality would like to undergo the Planning for Growth North program, who will be the main contact person, and additional pertinent information.
Sample Council Resolution: This document provides a sample Council Resolution that municipalities can adapt in order to submit to the Planning for Growth team. It provides official confirmation that leadership of the municipality are interested in participating in the program.
