Development in the District 

DEVELOPMENT PERMITS:

​For development in:
  • Towns, Northern Villages and Northern Hamlets: please call the local municipal office for development information.
  • Lac La Ronge Planning Area (Eagle Point, Lamp Lake, Napatak, Nemeiben Lake, Potato Lake, Rabbit Creek): a development permit is required. The Planning area has an Official Community Plan and Zoning Bylaw. Click here for more information and to download a Development Permit application.
  • District ​communities (resort subdivision, northern settlements and the unorganized area outside of the Lac La Ronge Planning Area): a development permit is not required as this area does not have an Official Community Plan or Zoning Bylaw. Click here for lot development guidelines.​​

BUILDING PERMITS:
While the District and the Lac La Ronge Planning Area do not have a building bylaw, all building owners are legally responsible for complying with all legislated building, safety, accessibility and energy standards. Click here for more information on Codes and Standards.

REQUIRED BUILDING FORMS:
Please complete the following forms and send to the address on the form: 
  1. Notice of Intent to Build: section 7 of The Construction Codes Act requires the owner of a building to be constructed/added onto to notify the municipality of certain information. 
  2. SAMA Property Data Confirmation Form: under subsections 222(1) and (4) of The Northern Municipalities Act, 2010, a building owner is required to submit any information requested by an assessor for valuation purposes. Failure to provide requested information will affect the property owner's right to appeal (subsections 223(1,5,6) The Northern Municipalities Act, 2010). 
​​For mining/exploration: SAMA’s Industrial Unit is responsible for providing assessments for mining and heavy industrial properties within the province. Please contact SAMA for more information.

SUBDIVISION:
Community Planning, Ministry of Government Relations, is the approving authority for all subdivision applications in the province (outside of select larger municipalities). Click here for more information and online application form.  

Requirements from Other Agencies/Ministries

The following is a list of requirements/guidelines from other agencies/ministries that may apply to your project. This list is not exhaustive. It is your responsibility to arrange for all permits, inspections and certificates required by any other applicable bylaws, Acts and regulations. 

ELECTRICAL PERMITS:
Electrical permitting and inspections are under the authority of the Technical Safety Authority of Saskatchewan (TSASK). Click here for more information. ​

PLUMBING, ON-SITE WASTEWATER/SEPTIC SYSTEMS AND PRIVATE WELLS:
  • Plumbing: Plumbing permitting and inspections are under the authority of the Technical Safety Authority of Saskatchewan (TSASK). Click here for more information. Plumbing does not include on-site wastewater/septic disposal systems, including holding tanks (see next bullet). 
  • On-site wastewater/septic disposal systems, including holding tanks: If you plan on installing an on-site wastewater system (including holding tanks), or extending, repairing or altering an existing on-site septic system, design approval is required a local public health inspector. Please contact the Northern Saskatchewan Population Health Unit for more information at 306-425-8512 or visit their office location at 110 La Ronge Ave, La Ronge, SK. (located in the same building as the post office). ​
  • Private wells: contact the Water Security Agency for more information.

DOCKS & SHORELINE DEVELOPMENT PERMITS:
  • Dock applications outside of provincial parks and provincial recreation sites: Ministry of Environment 1-800-567-4224, [email protected].
  • Dock applications in or sharing a boundary with a provincial park or provincial recreation site: Ministry of Parks, Culture and Sport. For more information, search the Parks and Recreation Sites page for local park contact information. 
  • Shoreline alteration: An Aquatic Habitat Protection Permit from WSA may be required before doing work on or near the shoreline. DISTRICT LAND FOR SALE AND LEASES:

FIRESMART PRACTICES AND CONTROLLED BURNS:
Implementing as many FireSmart principles into your development plan is recommended. Click here for more information on FireSmart strategies from the Saskatchewan Public Safety Agency (SPSA).

From April 1 - Oct 31, a Burn Notification Number from the SPSA is required under legislation for controlled burns. This ensures that firefighters don’t respond unnecessarily to controlled burns. There are some exceptions. Click here for more information and application.

SPECIAL EVENTS:
  • A special event is a gathering that lasts for a limited time period, and includes a private family occasion such as a wedding, or an organized public event such as a community gathering, festival or celebration. 
  • Special events are not regulated by and do not require a permit from Northern Municipal Services.
  • ​It is the responsibility of the event organizer to ensure all applicable healthy and safety regulations, bylaws, and licensing requirements are met.
  • Concerns from the public should be directed to the event organizer.  

DEFINITIONS:
Development means [except for temporary development] the carrying out of any building, engineering, mining or other operations in, on or over land or the making of any material change in the use or intensity of the use of any building or land (The Planning and Development Act, 2007).

Subdivision means a division of land that will result in the creation of a surface parcel, or the rearrangement of the boundaries or limits of a surface parcel (The Planning and Development Act, 2007).
