About Northern Municipal Services
Northern Municipal Services (NMS) provides the following services and programs to support the financial and municipal well-being of northern communities. Also click here or scroll to the bottom of this page to watch a short video describing the role of NMS.
Municipal administration of the District (a northern municipality):
- NMS is responsible for the administration of 11 northern settlements, 14 resort subdivisions, 9 northern subdivisions and approximately 8,000 isolated disposition (leases).

Financial administration:
- Assessment and taxation for the District
- Support through grants to northern municipalities and the District.
- Collect property taxes in northern hamlets and the three school divisions within the NSAD.
Municipal advisory services for municipalities in the Northern Saskatchewan Administration District (NSAD):
- Training and support for elected officials and appointed staff in northern municipalities.
- Professional planning services for all NSAD communities.
Administration of the Northern Municipal Trust Account:
- The Northern Municipal Trust Account (NMTA) is a special account established under The Northern Municipalities Act, 2010.
- The purpose of the NMTA is to provide for the administration of funds and property held by the Minister of Government Relations, including management of Northern Grant Programs and other programs:
- Northern Municipal Revenue Sharing.
- Northern Capital Grant Program.
- Northern Water and Sewer Program.
- Wildfire Mitigation Project.
- Planning for Growth Program.
- Circuit Rider Program (ATAP).
- Emergency Water and Sewer Repair.
- Northern Residential Subdivision Development Program.
- Municipal Administrative Capacity Building.
