Northern Settlements in the Northern Saskatchewan Administration District
What is a northern settlement?
A northern settlement is a type of community within the municipality known as the District. In the District there are 11 northern settlements, 14 resorts subdivisions, 9 cluster subdivisions and upwards of 8,000 leases. Northern Municipal Services (NMS) holds the unique responsibility to act as the local government authority for the District. Northern settlements are administered in consultation with the Local Advisory Committee.
What is a Local Advisory Committee?
A local advisory committee (LAC) is a committee elected every four years to act in an advisory capacity to NMS. They make recommendations on the affairs of the northern settlement and on the finances and welfare of the northern settlement and its residents.
What is a Northern Municipal Advisor?
The Northern Municipal Advisor (municipal advisor) is a member of the NMS branch who administers the 11 northern settlements. The municipal advisor will work with the LAC in making recommendations on:

What is an LAC meeting?
All meetings of the LAC must be open to the public. In each settlement, LAC meetings will be publicly advertised prior to the meeting. The LAC meeting is an advisory committee meeting where the committee does business such as: reviewing financial statements, discussing business and passing resolutions. If a member of the public would like to speak at a meeting they need to request to be a delegate prior to the meeting. An LAC must follow the law for governing its proceedings, calling meetings, the conduct of its members and generally for the transaction of its business.
The main purpose of a meeting is to see that all items of business are proposed, considered and decided upon. All items should be properly introduced by way of motions. A seconder to a motion is not required. The LAC may make recommendations by resolution.
What is an LAC Resolution?
Resolutions are the basis for making recommendations to the minister. Every resolution must be passed by a majority vote of the members present at a duly constituted meeting of the LAC. The resolutions passed by a LAC are only recommendations to the minister. They are not valid until approved by the minister or their representative (the municipal advisor). The basic questions that must be answered so that each resolution is able to stand alone include:

- preparing current year’s operating budget and capital works spending plans.
