Planning for Growth North Program
The Northern Planning and Sustainability Unit (NPSU) provides professional planning services and support to the Northern Saskatchewan Administration District, northern settlements, resort subdivisions and incorporated northern municipalities. The NPSU is a committed partner in integrated and inter-jurisdictional policy planning.
The goal of NPSU is to be a valued partner in building northern planning capacity and community sustainability by providing professional, northern-based consulting and support services.
The NPSU administers the Planning for Growth North Program (P4GN) which works with municipalities in the north to develop their Official Community Plans and Zoning Bylaws. The program provides municipalities with the opportunity to envision their future and determine the appropriate steps to reach that vision.
Official community plans, district plans, zoning bylaws and subdivision bylaws express community priorities and allow developers, business owners and homeowners to make informed decisions about purchasing and developing property in the community."
Planning for Growth North (P4GN)
The P4GN program is a Northern Municipal Trust Account (NMTA) program that employs Community Planners to work with northern municipalities to:
An Official Community Plan is a document that outlines all future physical planning and development within a specific geographical area. The document incorporates Saskatchewan's 14 Statements of Provincial Interest to ensure all aspects of the future vision of the community incorporates all aspects of the municipality. The Zoning Bylaw provides the regulations and restrictions regarding the implementation of building and development.
In addition to the money provided by the Northern Municipal Trust Account, the program requires a monetary contribution from the municipalities themselves to ensure their commitment to the program. For each of the various stages the financial contribution is as follows:

Individual Fee $500
Group Fee $1,000
Group Fee $7,500
Participation Forms and Letters
For northern municipalities that are interested in participating in the Planning for Growth North Program, the following forms can be downloaded and submitted.
Expression of Interest: This document outlines the reasons why the municipality would like to undergo the Planning for Growth North program, who will be the main contact person, and additional pertinent information.
Sample Council Resolution: This document provides a sample Council Resolution that municipalities can adapt in order to submit to the Planning for Growth team. It provides official confirmation that leadership of the municipality are interested in participating in the program.
