Northern Municipal Trust Account (NMTA)
The NMTA is mandated under The Northern Municipalities Act, 2010 to provide for the administration of funds and property held by the minister for the following purposes:
NMTA expenses primarily relate to the following five northern municipal programs:
The Northern Municipal Trust Account Management Board makes recommendations on the NMTA to the Minister of Government Relations.
- enhance the quality of life of northern Saskatchewan residents through municipal government;
- the benefit of northern municipalities generally;
- the administration of the District as a northern municipality; and
- the disbursement of revenues derived from collection of taxes and other revenues on behalf of northern hamlets and the District, including northern settlements and resort subdivisions.
NMTA expenses primarily relate to the following five northern municipal programs:
- municipal revenue sharing;
- water and sewer infrastructure;
- capital grants;
- residential subdivision development; and
- sustainable solid waste management.
- fuel procurement costs for Uranium City; and
- municipal operations and administration.
The Northern Municipal Trust Account Management Board makes recommendations on the NMTA to the Minister of Government Relations.
Northern Municipal Trust Account Management Board (NMTA MB)
The Northern Municipalities Act, 2010 provides for a NMTA MB to make recommendations to the Minister of Government Relations on:
NMTA MB membership eligibility requires that members must be a councillor, mayor, or administrator of a municipality or a member of a local advisory committee. The NMTA MB is appointed by Order in Council based on recommendations made by the Minister.
- The allocation of northern municipal operating grants and northern capital grants to be made from the Northern Municipal Trust Account in accordance with this Act and Regulations;
- Any proposed change to this Act or the Regulations concerning the NMTA;
- The development and implementation of other northern municipal funding programs; and
- The draft budget and financial statements of the NMTA.
