District Services

Municipal administration and operation:
The District is a northern municipailty governed by the Minister of Government Relations who acts as mayor and council for the District. Northern Municipal Services (NMS) is delegated the unique responsibility to act as the local government authority for the District and must comply with The Northern Municipalities Act, 2010.

What services does the District provide?
The District provides core municipal services and administration to support the health and safety of residents. Core services may include roads and transportation, solid waste management, provision of water, and wastewater disposal. Examples of core services include:
  • community wells
  • lagoons
  • street maintenance and upgrade
  • snow removal
  • solid waste transfer sites costs
  • landfill costs
  • administration (delivered through NMS)​

How are core services funded?
Revenues from tax dollars, provincial grants and transfers are used to support core municipal services.

How can other community services be funded?
NMS works closely with local advisory committees, local community groups and residents to provide core municipal services that meet the unique needs of each community. Along with the core municipal services and functions that the District provides, legislation enables the provision of discretionary expenses such as:
  • community celebration fireworks and activities
  • publicly accessible boat launches or docks
  • publicly accessible playgrounds
  • municipal emergency preparedness equipment or infrastructure
Requests for discretionary funding that support the municipal interests of a community can be made to NMS.

Subsection 179(1) of The Northern Municipalities Act, 2010 states that a municipality may only use municipal funds for municipal purposes and may only make an expenditure that is:
(a) included in its budget or otherwise authorized by its council;
(b) for an emergency; or
(c) legally required to be paid.

Budgeting, expenditures, financial reporting and transparency:
Three standard financial reports for District communities are posted to the District’s municipal webpage: the Statement of Operations and Paylist by Fund for the previous calendar year, and the Budget for the current calendar year. NMS may consult with residents, stakeholders, and local community associations in preparing budgets and making expenditures.
