Resort Subdivisions in the Northern Saskatchewan Administration District
What is a Resort Subdivision?
A resort subdivision is a type of community within the municipality known as the District. In the District there are 11 northern settlements, 14 resorts subdivisions, 9 cluster subdivisions and upwards of 8,000 leases. Northern Municipal Services (NMS) holds the unique responsibility to act as the local government authority for the District.
What is the District?
The District is a single incorporated municipality in the NSAD. The District can be thought of like a ‘northern RM’ where the District includes all of the unorganized area in the NSAD (including settlements, resort subdivisions, cluster subdivisions) and excludes incorporated municipalities (towns, northern villages and northern hamlets) and designated Park land in the NSAD.

The NMTA is mandated under The Northern Municipalities Act, 2010 to provide for the administration of funds and property held by the minister for the following purposes:
What is a Northern Municipal Advisor?
The Northern Municipal Advisor (municipal advisor) is a member of the NMS branch who administers the 14 resort subdivisions. The municipal advisor will work with the community in making recommendations on conducting of resort subdivision business and making sure legislation is followed.
The municipal advisors of NMS are Sandra Galambos and Kathryn Weinhofer. Advisors can be reached by emailing nms@gov.sk.ca.
NMS strives to engage residents and consult with the public. One way of doing that is through the local cabin owners' association.
What is a Resort Subdivision Cabin Owners' Association?
A cabin owners’ association must:
(a) be incorporated as a membership corporation pursuant to The Non‑profit Corporations Act, 1995; and
(b) meet any criteria specified by the minister.
(2) The board of a cabin owners’ association of a resort subdivision may:
(a) act in an advisory capacity to the minister with respect to the affairs of the resort subdivision; and
(b) recommend to the minister any measures that may tend to the betterment of the finances and welfare of the resort subdivision and its inhabitants.

- enhance the quality of life of northern Saskatchewan residents through municipal government;
- the benefit of northern municipalities generally;
- the administration of the District as a northern municipality; and
- the disbursement of revenues derived from collection of taxes and other revenues on behalf of northern hamlets and the District, including northern settlements and resort subdivisions.
